In 2017, two major healthcare entities in Northern Wyoming brought shame and disgrace to the healthcare community when their CEO and Physician violated the rules known as HIPAA (Health Insurance Portability and Accountability Act). The victim of that violation would go on to face years of retaliation  for the required reporting. On the fourth year anniversary of the HIPAA violation, after no action had been taken to rectify the  ethical breach of medical records, a reform was created to address gaps in ethics in Northern Wyoming’s ever growing healthcare organizations.
